Application process for learning providers

If you would like to become a learning provider, here are the steps you need to take to get started.

Register for Public Contracts Scotland

Firstly you need to register for Public Contracts Scotland on their website. This is where we publish the notices for Modern Apprenticeships contracts. They’re available for learning provider and direct employer contracts.

This means you can set up notifications to let you know when invitations to bid on contracts go live, which usually happens between October and December each year. You’ll have access to all the necessary documents to apply to become a provider too.

Please note that we’ve awarded all possible learning provider contracts for 2021/2022 and these may be extended to 2022/23 and 2023/24.

If you’d like to get the latest updates for providers, please sign up to our email updates on the Skills Development Scotland website. You can also register with Public Contracts Scotland and sign up for their email updates. 

Complete the documents

You’ll be asked to complete an Invitation to Tender (ITT) Response Document, Proposal and Volume Bid. It asks you to provide details on:

  • your previous experience in delivering training
  • what you wish to deliver
  • the areas in which you want to be considered for a contract
  • the number of starts you’re asking for

Confirm your approvals

Make sure you confirm you have Awarding Body and Sector Skills Council Approval. You can find out your relevant body or council in the framework document for the Modern Apprenticeship you’re offering.
